SELECTING A DEPARTMENT

As in the STAR TREK universe, the HEIMDAL is divided into departments aboard ship. These depts. consist of Command, Science, Engineering, Medical, Communications, Security, Chaplaincy, Computer Operations, Ambassador Corps, Recruiting, and the Office of Judge Advocate General.

Following you will find a list of available duty positions aboard the HEIMDAL, within each dept., and a brief description of each position. Please look over this list and make a dept. and duty positions selection. Should you not find what you're looking for, please add your choice to your Personnel File sheet (included in your crew member packet) and return it to Adm. Smith along with factual answers to the Personnel File sheet questions. Any reasonable request will be considered.

You have two choices of membership. You may be an associate member which allows you to receive Starfleet's newsletter, the COMMUNIQUE', and materials plus the newsletter of the chapter you have chosen to be associated with but not "Actively participate." Active Duty membership allows you to be a member of a dept., hold rank, and actively participate in chapter activities. The Active Duty option is obviously more fun but your membership should give you what YOU want. The choice is yours.

When selecting a department aboard the HEIMDAL, a new member should write a note of introduction to his/her dept. chief including a SASE in order to receive a more speedy reply. Your dept. chief will respond to you, giving you assignments and welcoming you to the dept. You should send regular, monthly or bi-monthly, reports to your dept. chief, at the discretion of the DC. Reporting to your DC may be used on your Promotion Point Sheet towards rank increase.

AVAILABLE FICTIONAL DUTY POSITIONS ABOARD THE HEIMDAL

CHAIPLANCY:
Chief Chaplain-Heads up the department. Gives support to all denominations. Performs marriages. Officiates at funerals. Available for counseling.
Assistant Chaplains-Acts at the discretion of the Chief Chaplain. Fulfills duties of the office.

COMMUNICATIONS:
Chief Communications Officer-Heads Communications Dept. Supervises communications officers.
Communications Specialists-Handle all incoming and outgoing starship communications.
Cryptographers-Handle coding and decoding of all security coded messages.
Acoustics Officers-Study and provide importnat data on science of sound.
Alien Communication Specialists-Have knowledge of manmy and varied forms of alien communication, both verbal and nonverbal.

ENGINEERING:
Chief Engineer-Heads Department. Oversees running of all engineering equipment. A Miracle Worker.
Engineering Specialists-All purpose engineers.
Helmsmen-Responsible for ship's maneuverability and sometimes weapons control.
Navigators-Plot the ship's course; responsible for safely getting the ship from point A to point B.
Shuttlecraft Pilots-Pilot shuttlecraft on missions that require use of shuttlecraft.
Technology Specialists-Experts with all machines and technological contrivances.
Matter/Anti-matter Specialists-Monitor the intermix process.
Dilithium Crystal Specialists-Responsible for monitoring the dlithium crystal converter assembly.
Quartermasters-Assign quarters, handle equipment and supplies and the distribution of same.
Damage Control Specialists-Evaluate and control the amount of damage a starship sustains to the best of their abilities. Also effect ship's repairs.
Transporter Chief-Oversees the operation of ship's transporters.
Transporter Specialists-Maintain and operate the transporters. Work with the Transporter Chief.
Deflector Systems Specialists-Monitor and provider data and the ship's deflectors/shields.
Recreation Officer-Activities director. Maintains morale. Maintains the Recreation Deck. Coordinates off duty crew activities.

MEDICAL:
Chief MEdical Officer- IN charge of Medical Dept. Licensed physician.
Medical Doctors/Internists-Physicians in general practice and specialties that do not include surgery.
Surgeons-Perform surgical specialties.
Alien Medical Specialists-Have specialized training in caring for alien races.
Nurses-Care for the ill and injured. Assist physicians/surgeons.
Medical Orderlies-Assist in Sick Bay and surgery when needed. No medical degree required.
Medical Specialists or Technologists-Crewmen who handle medical procedures but are not doctors.
Biologist-Specialists in anatomy and the structure of organisms.
Psychiatrists-Care for the mentally disturbed. Counsel. help the emotionally disturbed.
Hematologists-Study, classify, etc. blood. Are physicians.
Bacteriologiests-Study classify, etc. bateria both humanoid and alien.
Pathologists-Must be physicians. Study living and dead tissue, buth humanoid and alien.
Medical Researchers-May or may not be physicians. Vital position responsible for finding cause and cure for diseases both humanoid and alien.

SCIENCE:
Chief Science Officer- Oversees the Science Dept. Knowledgeable in all areas of science.
General Scientists- have general knowledge of alld epartments of science.
Alien Culture Specialists-Have special training and knowledge of alien life styles, habits and cultures.
Botanists-Study plants, vegetation. Also study plan lifeforms and how they react with humanoid lifeforms.
Hydoponics Specialists-Study the cultivation of plan lifeforms in nutrient solutions.
Physicists- Study previously unknown physical phenomena in order to explain their functions and characteristics.
Astronomers- Play important part in in exploration/mapping missions; map and catalogue newly explored areas of space.
Laboratory Technicians- Assist specialists in experiments.
Chemists- Knowledgeable of chemical make-up/components of matter.
Archaeologists & Anthropologists-Study dead civilizations as well as thriving ones.
Zoologists-Study animals and the animal kingdom, all cultures.
Geologists- Study rocks, minerals, ores, as well as surface conditions of a planet.
Planetary Environment specialists- Provide importnat data on the surface conditions of a planet.
Astrophysicists- Study previously unknown special phenomena in order to explain their functino and characteristics.
Xenobiologists- Biologists specializing in the study of previously unencountered lifeforms.
Computer Scientists- Specialists in utilization and programming of computer equipment.

SECURITY:
Chief Security Officer- Oversees SEcurity Dept. Knowledgeable of all areas of security.
Security Specialists- All-purpose Security personnel
Internal Security Specialists- Handles security aboard ship.
Escort Security Specialists- Handle security planet side and on other vessels. Accompany and protect diplomats, dignitaries.
Weapons/Defense Systems Monitors- Bridge specialists who moniotr internal security and weapons/defense equipment.
Armory Control Specialists- Monitor and control the distribution of small and large scale man-portable weaponry from ship's arsenal.
Ordinance Specialists-Actually prepare the photon torpedoes fro launching, maintain the phaser weapons and provide backup fire control to the main and secondary bridges.

OFFICE OF JUDGE ADVOCATE GENERAL:
Judge Advocate General-Is Chief legal officer aboard. Conducts investigations. Hears cases brought before the court. Is legal decidsion maker.
Attorneys-Lawyers for defense and prosecution.
Legal Aids-Assistants to the JAG and attorneys.
Additional positions may be added upon request to the specific department chief. All suggestions & requests from personnel will be given special consideration.

Dues Aboard the Heimdal

Because the command staff feels you have already paid to join the Starfleet organization, we do not feel that chapter dues are necessary. Instead, each member is expected to bring one item for refreshments to our monthly meetings & is asked to bring a canned good to each meeting. Canned goods collected throughout the year are donated at Christmas to the Lynchburg Area food Bank making possible a holiday meal for a needy area person and/or family. A 35 or 50 cent can of food will surely not break any one of us but will mean quite a lot to the less fortunate. Although this donation certainly is not mandatory, we do hope you will WANT to contribute. Our largest annual donation so far was in the December of 1999 when we donated 1000+ pounds of canned goods to the Food Bank. Other projects requiring funds are supported through fundraisers.


Awards & Citations

Heimdal Distinguished Service Award:

The HEIMDAL Distinguished Service Award is presented by the Commanding Officer & the Executive Officer to members who have shown extreme interest and enthusiasm, volunteerism, who have done some outstanding deed or have acted in a manner above and beyond the call of duty. This award is not given often & is given with great care and consideration. It may be included on your Promotion Point Sheet.


Departmental awards:

Departmental awards & DSA's are given by the Department chiefs to members of their departmens in recognition of service above and beyond the call of duty, exceptional participation & a display of a continuing basis of interest and enthusiasm. The recipients are at the discretion of the DC and such awards may be used on the Promotion Point Sheet towards promotion.



Promotion Through Point System

Promotion of individual members will be based on the Promotion Point System. Each member will be responsible for keeping a record of his/her points on a Promotion Point Sheet that will be provided with your Crew Member Packet. It is suggested that the member photocopy this work sheet in order to use it for successive promotions. A total of 60 points is required for one rank profression promotion. The CO of the HEIMDAL, as with all Starfleet chapters per Starfleet rule, may only promote a member as high as the rank of commander. Reccommendation to the RC for a rank promotion to the rank of Captain may be made by the CO. Any higher promotion must come from Starfleet's Executive Committee through recognition on their part of a particular individual or through the recommendation of the Commanding Oficer.

If a promotion is denied, reasons for the denial will be given in writing to the crewmember who may appeal the decision within 30 days. The appeal will be given a full & impartial hearing as soon as possible by the ship's Executive Committee.


Requirements for promotion through Point System:
1. Member is on active duty status.
2. Starfleet dues are paid & individual is member in good standing with organization on national level.
3. Point sheet is complete & both a written request & the point sheet is submitted & approved by the CO & XO.
4. Accumulation of 60 points is required for promotion to next rank.
5. After promotion all old points are removed. There will be no carry-over points from one sheet to the next. The member starts a new work sheet.
Requirements for promotion through Starfleet Academy:
1.Member is on active duty status.
2.Starfleet dues are up-to-date.
3.Recommendation for promotion is made by an Academy School Director & forwarded to the CO who then grants or denies the promotion.
Special Promotion Considerations:
1.Whenever a member holding an NCO rank passes OTS, he/she will then be an officer & any further promotions will follow the officer rank system. An OTS graduate will be promoted to the rank of Ensign.
2.Any crewmember reaching the NCO rank of MCPO will not be promoted any higher until competion of OTS.
3.Promotions must be at least one month apart.
4.The promotion from the rank of Lt.Cmdr. to Cmdr. can only be done through the Point System, not through Starfleet Academy. Our highest ranking officers should be active enoughw ith our chapter to earn this promotion aboard ship.

Promotion Through STarfleet Academy:
OTS-Officer Training School-Must have certificate verification.
OCC-Officer Command College-Before entering this course you must first take and pass OTS. Certificate verification.
VAS-Vulcan Academy of Science
   Score of 95-100:  first 2 courses earn one rank promotion.

   Score of 94 & below on first 2 course & completion of other courses earn points.

SACOM-Starfleet Academy of College of Medicine-One rank promotion for passing grade.
PGS-Post Graduate School-First 2 courses complete earn rank promotion, if recommended. Other courses earn points. (see HEIMDAL points below)
Security School-2 part course. Apply for either Basic or Advance. Advanced must follow Basic. 1 rank promotion.
College of Computer Science- 3 level course. 1 rank promotion per level.
All SFA courses earn 1 rank promotion unless recommended by the School Director & approved by CO.

HEIMDAL Loan Agency

The HEIMDAL Loan Agency has been created to loan the current Starfleet membership rate to anyone wishing to renew with Starfleet but are temporarily unable to, due to lack of funds. Only one loan will be outstanding at all times with another possible only after the existing one is repaid. Payment will be expected in three installements. All loans will be kept confidential between the Loan Officer, Commanding Officer, & the individual securing the loan.


Pete Bryant Memorial Fund

In August 1985 Security Dept. member Pete Bryant was killed in a drowning accident. Pete was only 21 years old, was dyslexic & frequently felt he really didn't "belong" anywhere because he was different. The members of the HEIMDAL welcomed Pete into our chapter, appreciated his talents, accepted his differences & gave him a place to feel comfortable & accepted. His membership became extremely important to him.

Following Pete Bryant's death, $25 was donated to set up the Pete Bryant Memorial fund. This money, in combination with the money set aside for the HEIMDAL Loan, is for new & renewing members to use as a loan for membership. This Fund is handled through the HEIMDAL Loan Officer & the same rules apply. Pete Bryant would be very pelased to see this fund in his memory.


Membership Coordination

Membership renewal reminders, as well as a current membership application, will be included with monthly mewsletters to those members needing to renew with Starfleet. Three reminders & three additional newsletters will be sent. If no response is forthcoming, the member will be dropped form the Heimdal roster & no further newsletters will be sent as it will be assumed that the member is no longer interested in membership.

Meeting Schedules

The crew of the HEIMDAL meets monthly usually on the third Sat. of the month. Each member will be sent information about the meetings; where, when, what type of meeting, etc., prior to the meeting. Exceptions to the meeting schedule may occur when special guests will be present or when meeting dates conflict with other activities such as conventions. Schedule changes will be affected to accommodate these speakers & events. Members are expected to bring one item for refreshments to each meeting so that the burden of furnishing refreshements is shared by the crew.

The annual Heimdal meeting schedule will be tentatively set in Jan. of each year by the Executive Committee. Each department will sponsor a meeting on a scheduled month & this schedule will be presented to the membership in the Jan. Rainbow Connection in order that members may make long range plans.


Heimdal Special Events

Heimdal special Events are special get-togethers that take place in addiction to the regular meeting schedule. These events may be appearence by special speakers, special evenings out together such as chapter anniversary celebrations, trips taken as a group & so forth. The membership will be advised of events, dates & times.


Uniforms & Costumes

It is not a requirement that crewmembers have "uniforms." Many do And have enjoyed wearing them at fundraisers, conventions, television appearances, media events and meetings. Anyone wishing to have a uniform, may. On board the HEIMDAL we have no special uniform designation. You may have an old series type, film type, TNG, DS9, or Voyager. The choice is yours.

Several HEIMDAL members have been interested in costuming and have won prizes & recoginition for their uniforms as far away as Texas and Maryland. Patterns may be obtained through Lincoln Enterprises or may be purchased through Simplicity Patterns found at your local material shop.

The Heimdal DOES have special chapter polo shirts & chapter t-shirts. When doing recruiting, members are asked to wear their chapter popo or t-shirts (depending upon the event) in order to present a unified appearance to the public. It is not a requirement that members purchase these shirts but is a nice addition to have when meeting the public. Chapter shirts currently are running on the average of $12.98 per shirt, depending on the company the chapter is dealing with. If interested in a chapter polo or t-shirt, please see your CO or department chief.

Charities & Fundraisers

The HEIMDAL is involved in community service. Although we have a good time at meetings and conventions, the charities we have adopted within our community are the part of our existence that gives us "purpose." Currently we are continuing our annual Christmas sponsorship of a welfare child through Lynchburg Social Services. We donate annually at Christmas $125 worth of pet foods to Amherst & Lynchburg Humane Societies. Our collection of canned goods is donated during the holiday season to Lynchburg Food Bank with 1000+ pounds donated in 1999. we have been able, over the years, to add Genesis House for battered & abused children to our list of charities, as well as a senior citizen & Angel Tree child at Christmas. In the past, we worked monthly with Genesis House where we appeared in costume (dogs, lambs, Batman, ET, etc.), have read stories to the children, played games with them, done crafts and shared our time with these unfortunate children. Since 1996 we have made annual donations to the UVA Hospital's Pediatric Cystic Fibrosis Fund in memory of Sarah Sprinkle; a beloved member who was lost to us in Oct. 1996.

All our adopted charities are supported through bake sales, car washes, raffles, recycling and so forth. We ask that each member volunteer some portion of time to helping with these fundraisers. We are totally non-profit so the only way we are able to help in the areas we have chosen is through our efforts at fundraising. Volunteering for fundraisers also counts towards promotion points.


Heimdal Publications

The Heimdal publashes a monthly newsletter, The Rainbow Connetion, which is sent to each member in good standing. This newsletter includes news of the chapter, region, and Starfleet, and gives times & dates for meetings and special events. There is no cost for this newsletter. It is sent electronically as well as through regular mail, and it is now also available on our webpage. Those wishing to receive a hard copy through regular mail are asked to supply SASE's in which to receive the newsletter. This is not a requirement but is a nice thing to do to help save your chapter's funds for charities & other necessities.

In the past, the Heimdal's newsletter, The Rainbow Bridge, was three time winner of Starfleet's Newsletter contest. The original Heimdal Membership Handbook won Honorable Mention in Starfleet's Publication Contest.

The Heimdal's Crew Directory is a publication presented through the joint efforts of the Communications, Computer Opersations & Science Departments, and is a part of each Heimdal new member Membership Packet. The directory is constantly being updated and includes information on each Heimdal member. Addresses, rank, years with Starfleet/Heimdal, department, alien race (if any) & e-mail addresses may be found in the Crew Department.

Some Heimdal departments also publsih departmental newsletters. See your DC for information regarding this.


Annual Crew Auction

Once a year we hold the HEIMDAL's Annual Crew Auction. A wide variety of items, including Star Trek & science fiction related items, are donated and then auctioned off to help raise money to support our charities. The audction was recently opened to the publisc, with great success. For more details on the auction check out the Auction Site.


Annual REGION ONE Summit and Conference

Each year the chapters of Starfleet's Region I get together at a summit and a convention voted upon by the chapters of the region. There are parties, meetings, and hours of fun for all. It is an excellent opportunity for crewmembers to meet members or other chapters & share time and experience.

Since the first Region One Summit in 1995, held in Gatlinburg, TN, the even has grown each year and has been a WONDERFUL weekend for all who attend.

Please contact your CO or department chief for informtion concerning future R/1 summits & conferences. Information will also be available at meetings and in the Rainbow Connection.


Convention Going & Outings

Occasionally the HEIMDAL will go as a group to a convention. This is always fun & a way to do things together. Participation is encouraged.

The Heimdal also makes occasional trips as a group & part of our chapter functions. We have visited the Science Museum of Virginia, several members have traveled to the Smithsonian in Washington, DC to see the Star Trek exhibit, & we have attended meetings of other chapters. These group trips keep interest in the chapter and offer something of interest for everyone.

The Heimdal crew makes an annual trip to Smith Mountain Lake as guests of members Larry & Kathy Whately. A day is spent on the Whatley's houseboat with swimming, picnicking, & relaxing the main theme of the day.


Starfleet Academy

Yes, there really is a Starfleet Academy. Through the Starfleet organization you may take courses in Officer Training, Science, Computer Science, Engineering, Medicine, Communications & almost any topic which holds your interest. Some courses are factual while others lean towards the Star Trek universe & the fictional. No matter which course(s) you take, they are all informative & all are fun. Taking thse SFA courses also count as points towards promotion.

Your CO or DC will give your information on SFA courses. Information will also be included in your membership packet from Starfleet.

CHARTER AND MISSION STATEMENT

The shuttle Asgard, off the USS Jamestown, was commissioned on February 1, 1984. She was later commissioned as the Starship USS Heimdal on April 15, 1985.

Our ongoing mission: To strive within our community not only to be recognized as a reflection of the ideals expressed in Star Trek, but to make a difference in our area that may further insure the happiness and welfare of furutre generations of people and animals. The crew of the USS Heimdal work hard to maintain the ideals that include equality, humanity, and the improvement of life in our community and beyond.


ARTICLE 1: BYLAWS OF THE USS HEIMDAL

1-1 Command Staff and Executive Committee of the USS Heimdal shall consist of the following:
* Chapter Chairperson- Commanding Officer
* Chapter Vice Chairperson- Executive Officer
* Second Officer

The Executive Committee shall consist of the command staff and the following:

* Chief of Sciences			* Chief Medical Officer
* Chief of Engineering		    * Chief of Chaplaincy
* Chief of Communications		* Chief JAG (Judge Advocate General)
* Chief of Security

1-1 .02 Specific Command Staff assignments below the level of Commanding Officer and Executive Officer may be assigned to any Department Head or other crew member. The Executive Officer or Second Officer will temporarily hold any open position until position is officially filled.

1-1 .03 The Executive Committee will handle policy setting for the organization. (see article 6)

1-1 .04 Meetings: The Executive Committee (EC) will meet no less than bi-monthly.

1-1 .05 Quorum: A quorum for conducting business shall not be less than fice (5) of the Executive Committee.

1-1 .06 The Commanding Oficer is assigned by Starfleet command. Term of office is at the pleasure of the members of this chapter. Termination of assignment occurs if the Commanding Officer resigns, if the commanding Oficer fails his/her duty in the view of Starfleet and is removed, or the ship is decommissioned.

1-1 .07 The Commanding Officer will have the authority to appoint Executive Committee members. he/she also has the option of accepting applications chapter wide for available positions; hoever, final decisions are made by the commanding Officer & that decision is absolute.

1-1 .08 Any Executive Committee Officer who does not comply with assigned responsibilityies may be relieve of office by the commanding Officer. An officer may step down from office by submitting their resignation in writing.

1-1 .09a In issues brought to a vote of the Executive Committee in matters of operation, the Commanding OFficer has ther ight of veto in both line option and general proposal. Matters vetoed may be resubmitted with modification.

1-1 .o9b If there is an issue to be voted upon, and a Department Head can not come, the Department's assistant of designee may carry a written proxy vote. The issue is to be stated with the Department Head's response and signature on the proxy card to be delivered at the meeting in question. If no proxy care, or Department Head is present, the vote in question will be abstention by default.

1-1 .10 In the event that the Commanding Officer is unable to fulfill his/her duties, the Executive Officer has the option to take the position of Commanding Officer or recommend someone else with the proper qualifications.

1-1 .11a The order of passage of Command shall be to the senior ranked Department Head after the Command Staff.

1-1 .11b The chain of organization shall be: 1 - Crew member, 2 - Assistant Department Head, 3 - Department Head, 4 - Second Officer, 5 - Executive OFficer, 6 - Commanding Officer.

1-1 .12 Amendments to the bylaws an/or Officers Manual shall be brought to a vote by the Executive Committee of th eHeimdal which in turn will be voted upon by the General Membership. The amendment must be approved by a two-thirds majority. The bylwars and/or officers manual will be reviewed at least once each year.

1-1 .13 In any case where a legal contract is required, such as rental agreements, etc., the commanding OFficer is empowered to act as the authorized agent for the USS Heimdal. The Commanding Officer is required to carefully review all such contracts to protect the interest and rights of the Heimdal and Starfleet, and if necessary obtain legal council from a lawyer.

ARTICLE 2: ORGANIZATION STRUCTURE OF THE USS HEIMDAL

Commanding Officer
2-1 .01 As defined by the Starfleet Constitution, the ship's Commanding Officer also known as the Chapter Chairperson, is the leader of the Starship. The Commanding Officer (CO) is the focal point of all loval STarfleet activities and should maintain an image which personifies the philosophy of Starfleet and the Heimdal. The CO is the highest placed member and acts as the Chief of STaff. In general, th eCO will represent the Heimdal to Starfleet Command and is legally responsible for the chapter's activities and finances. The CO shall be responsible for general administration of the chapter. The CO functions as a coordinator and is expected to delegate specific acitivities to various members of the Executive Committee and Crew. The CO is expected to insure that the various assignments are completed correctly and in a timely manner to keep the ship running smoothly.

2-1 .02 As leader of the chapter, the Commanding Officer will organize Heimdal activities, and at the same time will respect the members' rights to participate or not to participate. The member may look to the CO and expect proper knowledge of Starfleet rules, regulations, and procedures. The CO has the authority to grant transers, promotions in rank up to the level of Commander and citations of merit.

2-2 .03 The Commanding Officer may designate chapter officers such as Executive Officer, Second Officer, and Department Heads. The CO will head the ships Command Staff and will act as chairperson of the ship's governing body. He/she shall hold one vote in matters of general chapter policy. The CO is empowered to make decisions for the chapter on all matters, routine or important. However, decisions of major significance, or major expenses must be reported to the Command Staff. The CO shall report any situation and the decision to the Command Staff as soon as possible.

2-1 .04 The CO will have the power to veto any and all issues that are brought to a vote in any general vote and all committees.

2-1 .05 The CO is responsible for reporting monthly to the Regional Coordinator (RC). This report may be as short as a paragraph or as long as a few pages, but should be typed or neatly written. The report must be completed by the first of each month, and should contain information concerning the chapter activities, problems, questions, or suggestions. Any chapter's CO who misses two consecutive reports or three reports within twleve consecutive calendar months may be removed by Starfleet. Two late reports will count as one failure to report. Copies of the monthly report must be files with the Region One Coordinator, and Starfleet Chief of Operations.

2-1 .06 Requirements for CO:
* Active member in good standing on the Heimdal.
* Minimum of 18 years of age (for legal purposes).
* Successful completion of Officers Training School (OTS) and Officers Command College (OCC).
* Active membership in Starfleet
* Mature, patient, good organizational and leadership skills
* Minimum Rank of commander

Executive Officer
2-2 .01 The Executive Officer (XO) is the assistant to the CO and the second in command, the next highest ranking officer. He/she is the CO's direct representative. His/her duties include maintaining the general efficiency of the ship and crew, and coordinating with the Department Heads. The Executive Officer is the Command Department Head, and is in charge of all junior command officers. The XO shall be kept abreast of all events and activies of the ship as they occur. The XO shall aid the CO in coordinating ship acitivies as well as heading special programs. When the CO is unavailable, the XO will function as chairperson during committee meetings. The XO shall have the power to veto any issues in a general vote and in any committees.

2-2 .02 In the event the CO cannot fulfill his/her responsibilities to the Heimdal, the XO will be the acting Command Officer. When possible, the CO should dispatch the XO and the Command Staff a written notice stating that he/she cannot perform his/her duties. When the CO can resume his/her duties, a written notification shall be sent to the XO and the Command Staff. During all periods that the XO is acting as CO, he/she is granted all rights and is expected to maintain all responsibilities and duties of the CO.

2-2 .03 Requirements for XO:
* Active member in good standing on the Heimdal.
* Minimum of 18 years of age.
* Successful completion of Officers Training School and Officers Command College.
* Active membership in Starfleet.
* Mature, patient, good organizational and leadership skills.
* Minimum rank of Commander

Second Officer
2-3 .01 The Second Officer is chosen by the CO and is third in command. He/she will run meetings in the absence of the CO and XO. The Second Officer will fill the position of XO if the XO is unable to fulfill his/her duties. The Second Officer is include in all decisions made by the CO and the XO. He/she is informed of all decisions made by the CO.

2-3 .02 Requirements for Second Officer:
* Active member in good standing on the Heimdal.
* Minimum of 18 years of age.
* Successful completion of Officers Training School and Officers Command College.
* Active membership in Starfleet.
* Mature, patient, good organizational and leadership skills.
* No minimum rank required.

Department Head
2-4 .01 The USS HEIMDAL has departments that are designed to meet the interests and talents of the crew. Each department has a designated Head who is responsible for the overall operations and duties of the section. Department Heads have the right to suggest and develop projects and programs with the members of their departments. The operation of the department must function within the guidelines established by Starfleet and the Heimdal, and all projects must be approved by the CO. The only operating restrictions are the interests of the members and the imagination of the Department Head and the crew.

2-4 .02 Department Heads are members of the Executive Committee. The specific order or authority within the chain of command will be determined by the CO.

2-4 .03 The specific responsibilities of a Department Head includes a summarized written report to the CO that is due by the last day of each month. Any Department Head that misses two consecutive reports may be relieved of duty. Two late reports will count as one failure to report. It is also recommended that the Department Head contact their Regional Division Chief.

2-4 .04 The Department Heads act as a direct link between Command and the Individual member and should be able to provide assistance and direction. Therefore it is important thaat he/she contact their department members monthly. This will give out-of-town members and members that cannot attend HEIMDAL functions, a general idea of what has transpired since the last meeting.

2-4 .05 Requirements of a Department Head
* Active member in good standing on the Heimdal.
* Minimum of 18 years of age.
* Successful completion of Officers Training School and Officers Command College.
* Active membership in Starfleet.
* Mature, patient, good organizational and leadership skills.
* No minimum rank required.

Assistant Department Heads
2-5 .01 The ASsistant Department Head is the second in command in each department. This role includes active participation in section activities and providing direction and assistance as needed. Their specific responsibilities are dependent upon the department, but in general, are to assist both the crew and the Department Head.

2-5 .02 In the event that the Department Head is unavailable for any reason, the Assistant Department Head will assume the duties of the Department Head.

2-5 .03 Requirements for Assistant Department Heads:
* Active member in good standing on the Heimdal.
* Minimum of 18 years of age.
* Successful completion of Officers Training School.
* Active membership in Starfleet.
* Mature, patient, good organizational skills.
* No minimum rank required.

Division Chiefs (within a department)
2-6 .01 Division Chiefs are responsible for individual sections within a specific department. The assignment is primarily ceremonial, but does indicate that the member is worthy of additional responsibilities. A Department Chief has the authority to appoint Division Chiefs within their department, with the approval of the CO.

2-6 .02 The Division Chief will keep the Department Heads informed of activities in their area of specialization. No minimum rank required.

Individual Members 2-7 .01 The individuals, also referred to as the crew members, are a vital part of the HEIMDAL. They are welcome to participate in any and all activities organized by the HEIMDAL. Members may suggest ideas for activities or projects. These suggestions should be submitted to their Department Heads.

2-7 .02 The ship's activites are geared toward enhancing crew members' enjoyment while in Starfleet. The EHIMDAL connot function without her crew, therefore they are encouraged to maintain contact with their Department Heads. There are different activities that members may participate in.

2-7 .03 Depending upon the Department they choose, a member can do a variety of jobs for the ship. A member may choose a department without selecting a specific job within that department.

ARTICLE 3: VOTING PROCEDURES FOR THE USS HEIMDAL

3-1 .0 All active crew members with current Starfleet membership shall have the right to vote on issues brought before them. The Heimdal is a democratically run entity, with all that it implies. All issues brought to a vote must pass by a simple majority. there are three types of voting procedures used on the Heimdal.

3-1 .01 SHOW OF HANDS. This is the most common style of voting used because it takes the least time and most issues requrie only a majority vote to pass. This process is used by general membership, xecutive Committee, other committees and Command Staff.

3-1 .02 OPEN BALLOT. This is similar to a show of hands but requires written responses and indicates the person who is making the vote. This style is employed when explicit documentation of voting is needed. Mail in ballots may be employed in this voting procedure. Starfleet SCC numbers and signatures can be a requirement for voting to confirm member identificatin and validity of their voting status.

3-1 .03 CLOSED BALLOT. This style is most frequently used by Executive Committee members and the REview Board. This process involves the submission of a written vote that is secret. The purpose of this style of voting is to allow anonymity in voting on specific issues. This procedure will be used in the event that an election is called for by Starfleet Command. Usually, the ballots are mared for either "yes" or "no". If neither, or both boxes are marked, the individual will be assumed to be abastaining from the vote. A member should abstain if thy feel that they are unable to give either unbiased or an informed decision. Mail in ballots may be employed for this type voting procedure.

Mail Ballot
3-2 .01 In a mail ballot, ballots will be sent to the appropriate person. The issue(s) will be outlined, and a realistic amount of time will be allowed for their return. The ballot will remain sealed until all ballots are collected for counting.

Voting Procedures
3-3 .01 In most cases, the XO will act as administrator for voting procedures. The XO will either count the hands, or count and report the results of the written ballots, including mail in ballots if employed. In case of absence of the XO, then a designated person will act as administrator.

Voting Privileges
3-4 .01 All active Starfleet members are eligible to vote on any issue open to general membership vote or in an election. Each member has one vote.

3-4 .02 Issues relating to policy will, in most cases, be voted on by the CO, the XO, and the Executive Committee. Issues relating to general operation, projects and activities will be voted on by the Command Staff.

3-4 .03a The CO has the right to veto any and all issues being voted on. This includes within any committee of the Heimdal. If, at any time the CO is unavailable during a vote, the XO shall wield the veto privileg. In the event of a veto, this action may be overridden by a two-thirds majority vote of the Executive Committee. If a veto is upheld for any vote, the issue can be re-entered for a vote, but must be presented in a different form. If an issue cannot be resolved within the chapter, a decision may ve sought from Region One Coordinator.

3-4 .03b In the case the CO/Xo veto, the Department Heads will have one vote each as a way to override the veto. The majority of the members within the Department will decide how the Department will vote within a realistic time.

3-4 .04 Any member who wishes to have an issue voted on, must contact their Department Head, who will then present the issue to the Executive Committee.

Restrictions in Voting
3-5 .01 Any individual, either crew member or officer who feels that he/she is unable to vote on any issue due to personal bias or insufficient information is expected to abstain from voting. The CO does not cast a vote unless a tie exists.

Elections procedure
3-6 .01 In the event that an election for the position of CO is called by Starfleet Command, nominations for qualified candidates will be by verbal or written response. In the even that there is moer than one candidate, a closed ballot vote will be taken. Ballots will be made available by mail to all current Heimdal members.

3-6 .02 The Executive Committee will administer the election, count the votes in secret, announce the outcome and provide information for publication. Any member of the C who is a andidate will not participate in this activity. A ballot must be produced and a ship wide meeting will be called. The active membership must be notified no less than two or more than four weeks prior to the meeting. If an active member is unable to attned, the member may elect to vote by mail. At the ship wide meeting the election will be a secret ballot.

3-6 .03 In the event of a tie, a second vote will be arranged between the two candidates with the greatest number of botes. This well be accomplished by a full membership secret mail vote. The EC must produce a ballot to be mailed within one week of the tie vote. The period for response will be fifteen (15) days of the meeting date. The Command Staff will keep all responses sealed until the sexteenth day, when the vote will be counted and the results announced. In the even of another tie, the election will be declared invalid and the enitre process repeated. The existing Command Staff will remain in place until the election is completed.

ARTICLE 4: APPROVAL AND AMENDMENT OF THE CONSTITUTION

4-1 This constitution and any amendment thereto, must be approved by a two-thirds majority vote of the General Membership. A written vote will be employed. Amendments may be proped orally during a general meeting, or in writing. They will then be presented in written form to the EC, who will approe or reject the amendment as proposed. The EC will not have more than 60 days to approve or reject an amendment. An amendment that is rejected may be resubmitted in a different form.

4-1 .01 Once an amendment has been approved by the EC, it will be presented to the General Membership for vote. The amendment will be read aloud at one regular monthly meeting and voted upon at the next. Full text of the amendment will also be published in the Heimdal's newlsetter.

4-2The Constitution of the USS Heimdal should be reviewed by the EC yearly.

ARTICLE 5: ACCOUNTING PROCEDURES

5-1 The USS Heimdal is a "not for profit" organization. All moneys collected for the operational costs and special projects, including funds raised for charitable organizations, will be kept in a dedicated bank account in the name of the Heimdal. The Command Staff will be on all financial records (refer to Section 1-1).

5-1 .01 The USS Heimdal shall maintain accounting books for the documentaion of all funds, either received or distributed by the group. Any money received by the Heimdal will be acknowledged by receipt. If anyone requests to see the financial statement, he/she must provide a self addressed stamped envelope to the CO who will send them a copy. Purchases of materials, supplies, etc., of greater than fifty dollars must be approved by the Command Staff prior to the purchase. Receipts for all purchases shall be directed to the CO for posting in the books. Receipts shall include the purpose of the purchase and the project for which it is being used. Reimbursement of personal expenses will be issued following the procedures for distribution of funds.

Loan Agency
5-2 .01 The Loan Agency is setup for people who need to borrow money to renew their membership with Starfleet. They have three months to pay back the amount due, after the three months a fee of 10% will be charged per month. Any money not collected can be turned over to a collection agency for collection of outstanding balance. No credit will be extended at any Heimdal function, i.e. raffles, auctions, etc.

ARTICLE 6: SHIPS RECORDS

6-1 The records of the USS HEIMDAL are maintained in "hard copy" (paper records). Copies shall be stored in two separate locations in the event of disaster. These records will be kept for a period of five (5) years. All non-confidential communications will be available to any current Heimdal member upon request.

6-1 .01 Each member will have a file established to maintain a ercord of the individual's activity in the group. These files are considered confidential and are available only to the Command Staff and member's Department Head. Any information placed in an individual's file can be made available to taht member upon request. no one outside the HEIMDAL will be given any information contained within the file without them embers written approval.

6-1 .02 Official publications, newsletters, etc., will be kept in a library and will be available for examination. Copies of old newsletters can be obtained by request, for the cost of reproduction and mailing (if applicable).

ARTICLE 7: STANDING COMMITTEES

7-1 Various committees exist for specific purposes on the HEIMDAL. There are two permanent committees established for the general direction and operatino of th eHEIMDAL. These are the: (a) Command Staff and the (b) Executive Committee.

7-1 .01a Command Staff Members include:
- CO (Chairperson)
- XO (Vice Chairperson)
- Second Officer (Assistant Vice Chairperson)

7-1 .01b The purpose of the command Staff: Leadership of the Heimdal. They are also responsible for the chairing of the meetings. In an emergency situation where an immediate decision is needed, they can make Executive decisions above the Executive Committee.

7-1 .02a Executive Committee Members include:
- CO
- XO
- Second Officer
- Department Heads of each department: Science, Engineering, Communications, Security, Medical, Chaplaincy, Judge Advocate General
(NOTE: other departments may be formed in the future, depending on interest.)

7-1 .02b The purpose of the Executive Committee: Setting policy for the HEimdal. General operation and function of th eHeimdal; "working group' of officers.

ARTICLE 8: PROMOTIONS & AWARDS

8-1 Promotions will be handled according to the HEimdal Promotion Point System. Each individual member will be responsible for the accounting of their points. Promotions must be approved by the XO with final approval of the CO. Awards will be awarded by the CO and the XO or by the recommendation of Department Heads.

ARTICLE 9: MEMBERSHIP

9-1 Membership is open to all interested individuals. Active Heimdal membership requires membership in Starfleet. Application for membership on the Heimdal requires the completion of in formation forms, and the submission of proof of Starfleet membership. Periods between promotion will be as stated in the Starfleet Handbook. Rank is optional. To incerase rank, Starfleet courses and club activities may be used to earn promotional points.

For these ranks to be achieved, the CO must send in a recommendation to the RC for the rank of Captain. For higher ranks, the CO must fill out a nominatino form to be processed by Starfleet Headquarters as stated in the Starfleet Handbook.

ARTICLE 10: MEETINGS

10-1 Regular Meetings

10-1 .01 Regular meetings are normally held on the third Saturday of each month, starting at 6:30 p.m. Special group activities may consist of fund-raisers, parties, trips, and award ceremonies, just to name a few. A regular meeting usually conisists of discussions of events and upcoming activities, guest speakers, ship's business, etc.

10-2 Executive Committee Meetings

10-2 .01 these meetings are generally scheduled on a bi-monthly basis when possible. The schedule will be set by the CO based on the need and the amount of material to be covered. Prior to a Department Head meeting, an agenda will be sent to each Executive Committee Member.

10-3 Department Meeting

10-3 .01 Scheduled at the discretion of the Department Head, this meeting is intended for section activities and to address activities specificially directed within that department.

10-4 Social Gatherings

10-4 .01 Once a month the Heimdal will try to hold a social gathering. These assembles are social in nature, and are inteded to be "get together and know each other better" gatherings. These gatherings can consist of bowling, putt-putt, picnics, etc.

10-5 Attendance

10-5 .01 Attendance at events are optional. Each member should enjoy his/her membership in his/her own way. however, meeting attendance counts toward rank increments. A parent or guardian must accompany children 14 years old and under for all Heimdal functions.

ARTICLE 11: DISCIPLINARY ACTIONS

11-1 If a mamber of the USS HEIMDAL behaves in a manner that is unbecoming during a ship activity, he/she will be brought under reprimand. If the offense is minor, the members, Department Head, or most senior Heimdal members will counsel the member.

11-1 .01 Any obvious violations of the local, state or federal law will be referred to appropriate police authority. Any adult crew member found abetting a minor in the commission of a crime will also be reported. Breach of civil law constitutes action for possible termination of mambership when the safety, morale, or chesiveness of the HEIMDAL is endangered. This can only be determined by the majority of the quorum of the Command Staff review where the crew member is informed of the possible decision and can speak on his/her own behalf, facing their accuser(s) when applicable.

11-1 .02a Members Rights and Responsibilities as stated in the Starfleet Handbook:
As a paid member of STARFLEET, you are guaranteed certain, inalienable, rights of membership. Much of this is common sense for members of any international organization; however, this section of the handbook seeks to, at least, list your most basic rights as a member of STARFLEET. These include, but are not limited to:
- Right to receive a new, or renewing, membership packet and all its contents per annual membership.
- Right to receive six issues of the Communique per annual membership.
- Right to pursue the type of membership you want, and the right to change from one type of membership to another for any reason, without undue retribution.
- Right to transfer from one chapter of STARFLEET to another, without undue retribution.
- Right to participate in chapter, regional, and Fleet functions to the fullest extent you wish to.
- Right to participate in STARFLEET Academy to the fullest extend you wish to.
- Right to apply for any chapter, regional, or Fleet position you feel qualified to participate in.
- Right to due process.
- Right for all sides of an issue to be heard before judgement is passed.
- Right to be adequately informed of the availability of, and application process for, any available position at any level of STARFLEET.
- Right to vote in STARFLEET elections. (Right to receive a ballot for any STARFLEET chapter, regional, or Fleet election.)
- Right to participate in any STARFLEET program.
- Right to voice your opinion at any level of STARFLEET.
- Right to have fun!

11-1 .02b Starfleet OFficer's Code of Conduct as stated in the Starfleet Handbook:
I-----I will always behave in a manner which brings credit to the Fleet, my ship, and myself.
II----I will always praise in public and critique in private.
III---I will show courtesy to my subordinates, fellow officers, and superior officers at all times.
IV----I will never assume, but always verify.
V-----I will be resolute in the performance of my duty and the execution of Fleet policy and regulation.
VI----I will always diffuse confrontations, not cause them.
VII---I will listen to both sides of a dispute and act upon fact, no innuendo.
VIII--I will strive for impartiality and fairness in judgment and disqualify myself from decisions where my judgment may be compromised.
IX----I will be the first to praise, the last to criticize.
X-----I will always strive to be part of the solution, not part of the problem.

ARTICLE 12: CHAPTER NEWSLETTER

12-1 The RAINBOW CONNECTION is the monthly newsletter of the HEIMDAL. It shall be published and set to all members in good standing prior to the monthly meeting.

12-1 .01 If and when resumed, the RAINBOW BRIDGE will be published quarterly. All policies concerning the newsletter will be established by the Editorial STaff. The Editorial Staff will consist of the CO, XO, and Coeditors. Section editors will be chosen by application and okayed by the co-editors.

ARTICLE 13: CHAPTER DUES

13-1 The USS Heimdal will have no chapter dues unless deemed absolutely necessary. Until such time, dues will consist of one canned food item per member per month.

13-2 Due to the fact that this group has no dues, fund raisers are necessary and essential to this organization so that it may continue to donate money and materials to the community in which it is located.
